Make everyone an admin ;)

alot of this is admin run, doorkeys and what not
and they gotta keep balance between combines and rebels, because combines have alot of power with cuffing and jailing.

I kind of want this badly so I'm actually willing to make everyone admin if that's what it takes

[SM] Plugin returned error: Plugin is not runnable.
i have edited the mod if you like to see it i will send it to you just tell me where to send it.
