And some people cannot download the maps" anyone know the reason why?

don't show your server.cfg, no one will read and simulate all your settings to understand your problem.

"some people" is vast as explanation, you need to provide more details. or maybe your fast download has some flaws... not easy to know without real details.

bz2 files were only implemented in Source. Unless they added the utilities to GoldSrc in the last major update, it's not possible to use them with HLDS games.

GoldSrc does support compression, but I do not recall what kind (it is not bz2)
