I would try to talk to LDuke. I am sure, he can extend his script to work with css, or provide you with the required modifications.
He already did such a plugin for metamod, but thats also not working anymore. Perhaps you can ask him to give out the source code, and get some ideas how to do it.

BTW, i dont know if you should stay with this per player damage modifier. In my case, i just want a global multiplier, that sets damage compatible with the damage statistics. Nothing more. Maybe this is way more simple to do.

Either you use

     sm_damage <player> <multiplier>

for temporary damage settings.
Or you use

sm_damage_init "1.0" - 1.0: standard multiplier for each client on connect - x: sets damage multiplier for each client on connect.

Good news @all:
Royal CS created a crashfree version of the hooker exts (only with damage function).

Then you can use the hooker version of my plugin, and everything will work.
I will upload it if you want.
