There is "best" OS to use. Typically, you want to use the one that you are most familiar with. HLDS is a 32-bit application and will not benefit from a 64-bit OS. Using a 64-bit operating system should not affect your server's performance.

If it's laggy you need a better CPU. 32 or 64 bit wouldn't (or rather, shouldn't) make a noticeable difference.

A Xeon hyper threaded core should be good enough to handle hlds, given its not oversold. The 32 bit vs 64 bit question will have no bearing, but the overhead cost may differ if virtualized. To get the max performance you have to build your own kernel and set the right priority.

It is not necessary to build your own kernel. A default stable Linux OS will work just fine for an a personal game server.

The only real reason you'd need a 64-bit Linux OS for hlds or Source is if you're running it on a system that either:
  • Doesn't support PAE (i.e. it was made prior to 2004) and has more than 4GB of RAM OR
  • Supports PAE and has more than 64GB of RAM.

Now, if Valve actually releases a Source 2 game server, there might be an advantage as Source 2 has native 64-bit binaries.
