really hard attack and pro attack...
if you have root acces try iptable rules;

iptables -A INPUT -m length --length 21 -j DROP

check your kernel modules, if you have limit and ip/recent modules a simple firewall can solve big part of that problem but at the end, attacks broken system stabilty.

today i got that attack but only from a simple ip.
