cant unban a friend..! while ingame i changed the rcon_password and my friend didnt know so he tried to use the rcon abillities, but he was kicked by console for: "RCON hacking attempts."

now when i try to remove him from the dedicated server banlist, i cant. I simply just cant. How do i do it?

delete banned.cfg if you have tried every single way. Copy all STEAM IDs besides his and just delete it, then re-add them manually. It's the only way it works that's known.

did i mention that it was his ip that was banned? it was due to "RCON hacking attemps", and every time i try to unban him this comes up in the server console:
