Would that be possible to create something like SendProxy manager but for specific client
example: Player A sees Player B throught walls (glow) but Player C can't.

Given that the code for SendProxyManager never references the client (except for client disconnects in case clients have a hook set on them), I'd guess no.

As Eden mentioned, the download link is down. I could really use the Windows version of this extension if anyone would be kind enough to share that, or if anyone could create a simple tutorial on how to compile the source files provided by Peace-Maker to create the necessary files to make the extension for Windows. Thank you.

Here's a zip containing Powerlord's linux builds and tf2 gamedata fix together with some windows builds build from this source. All builds against sm1.5 and mm1.9.
