I need to script a plugin type message when player joining server, message say: Your gameplayer hour is 2 hour on our server.

Create an array to store each player’s time or you can use KeyBalues to store this info. Use GetTime and FormatTime natives upon player connect and run a timer every here and now to compare the time stored with current time to set your markers.
