Confirmed so far, on a VPS you usually get a shared Kernel, you can't modify it without access to the machine where the VPS is hosted on.

That is true when it comes to OpenVZ, sometimes true with Xen and not true with KVM.

Simply put, your (fake-)kernel is running at 1000hz, but the machine is running at only 125hz. Your kernel is at a second layer, meaning that your OS is asking the first OS how to deal with the situation.
Problem is that the first layer can't answer you fast enough.

Your car is tuned to run at 200mph, but the engine can only do 100mph, good enough for you? :p
