How to make the Advertisements 0.6 (Updated 2013/03/0 plugin or Advertisements 0.7 to use åäö?

As far as I know they can display those characters if you save the file as UTF-8 with no BOM.

Use notepad++

Edit the file whatever you like

Select encoding > convert to utf-8 without BOM
then save file and upload to server.
Done
