You can go ahead and write a time plugin that obeys clients' timezones by using geoip, but I don't have that kinda time.

Say "thetime", but this is handled by the timeleft.amx plugin.

Make it so when someone says thetime, it doesnt use a voice. But when it announces it hourley, it does use fvox.
