Is the 'reg' on CS 1.6 worse than CZ?

Hello,
I have a home-based Listen server on CS 1.6 in which I play with my friends in.
One of them is used to playing Condition Zero and complained/complains that CS 1.6 has 'bad reg' compared to Condition Zero.
His problems and claims:
- Bullets don't register when spraying
- Snipers, on the other hand, are accurate
- This is not limited to my server, it extends to other CS 1.6 servers
- I had asked him if it was because he played Single Player on CZ. He says he plays Multiplayer games and has no problem in CZ
- That he and his brother would 'own everyone' if not for the reg :-)
So my main question is aimed at three groups of people:
(1) Those who have hosted CS 1.6 and CZ servers
(2) Those who have played both CS 1.6 and CZ
(3) Those who make plugins, modules, and perhaps know the inner stuff of the games
Does CS 1.6 inherently have worse Bullet Registry than CZ?
or in other words,
Does CS 1.6 have a Bullet Registry problem?
Personally, I think it may be due to lag either on my side or on his side (though his latency was around 40's to 60's).
He has now changed his claim that it was him being used to CZ. I want to know if there is any actual validity with his initial claim.
I also want to know if CS 1.6 and CZ do things differently, seeing that on the GUI, CZ just seems to be new models, sounds, etc.
Whichever it is, I'm wondering if it is a lag problem, a real registry problem, or a butthurt problem (I could maybe try to fix it if it were lag).
