Based on this,
m_flRageMeter should be a float corresponding to the current rage meter.
m_bRageDraining should be a boolean-style integer corresponding to the rage meter draining out when the soldier activates it. I figure this is similar effect to the ubercharge meter draining out during an ubercharge, but probably faster.
