Any versions from 1.0.2.2232 (year 2008) and up includes the required extension your error output is moaning about.

So like you have already been told, simply install SourceMod correctly.

Take the newest available fitting your desired category (stable vs development), you won't really see any kind of assistance at all, if you decide to run ancient stuff from the stone age.

i run the sourcemod on local server on steamapps common

i used SM latest version

You need SRCDS. Listen servers are not supported.
