Make sure the port 26900 is opened so the server can communicate with VAC

Yes! It worked! They helped me from the Steam forum.

The problem was that I was using the parameter "-ip xxx.xxx.xxx.xxx" and the correct one is "+ip xxx.xxx.xxx.xxx" in the command line for start the server.

I had the same problem, and I found a solution.

Problem is windows servers not enabling connection to steam servers.

I fixed this with allowing all ports on my windows firewall, and enabling "hlds.exe" and "hl.exe" in windows firewall.

But it wont work allways, it works 80% of time.
