If I want a config for a particular map to be loaded, then that config file will be loaded instead.

like "/map/de_dust/config.cfg" not "/config.cfg" only.

How to make the plugins from the Map Config Files thing load for a custom ini for each map. (ex. Custom models for each map so there would be arctic character in de dust)

That generally requires modifying the plugin if it's not written to do that already.
