automatic execution of a command

I've got a request;

both teams
automatically apply this command ---> sm_timebomb @alive

3 conditions
--------------
(1.) one player left ---> 1-CT 1-T
(2.) this command should work when there are 3 or more players (passive if there are two players on the server)
(3.) At least 1 minutes after the start of the round
