Where does it say that/which game ? I have never seen something like this.

On TF2, it blocks achievements from being earned when cheats are on, it's the only thing that makes me not run this plugin.

the plugin doesn't have anything to do with it, valve added a check to the archivements so that they are deactivated while cheats on
you can't change that, even as mod developer i belive (didn't tried it out yet )

btw. for those who runs Obsidian with this plugin (or want to) svn://neic0.de/oc/branches/sourcemod (don't worry it's the offical OC SVN)
contains the oc ext dll made by me (and closed source of course because it contains much of the oc mod src code) and this plugin modified for oc
Note: it's only tested on 1.33 (which isn't out yet) so it may not work
