About the orpheu version, just open Observer_FindNextPlayer and add the block :

Will modify Orpheu later to not have to modify config file.

About the module version, I see nothing wrong. If it's well loaded and still not working, it's either the asm part need to be changed, or there is something wrong with the game.

I use this plugin some months ago without problems. I have this problem when I updated the server to the beta version (with SteamCMD).
