And I thought VALVe couldn't break anything else at this point...

Sigh.

I am also having this issue on my css server, admins aren't working and some plugins that require steamid aren't working either, does anyone know when or how to fix this issue?

When steam is down it can't authenticate the steamid therefore anything working with steamid's will not work as well. From what I hear steam was having issues just a little while ago, as soon as steam is back online for you it will work. Admins on my server had the same issue. This has been happening for a long time, just not usually noticeable.

Fresh from VALVe

We've rolled out a fix to the affected servers and will monitor to ensure the problem is, in fact, resolved.

My server could authenticate the steamids when sourcemod's steamauthstring was disabled

Disabling security features is not generally a smart solution to a temporary issue.
