Depends on the Ban circumstance. If the Ban is severe enough ban froum source mod site as well. Give banned users access to one area of webspace to plead thier ban. Give one chance to plead, and one chance only. Maybe you could incorporate Banned steamids as a way for the banee to enter Banned section. Oh well.. Don't get mad if I shoot you up.

I think it's a good idea. Great way to promote the plugin (I am assuming sourcemod would be running on the server(s)?) :p
A lot of people think beetlesmod is the only tf2 plugin out there. I wouldn't touch that mod with someone else's stick. <3 SourceMod
I have my custom map TF2 server running 100% sourcemod. It's great.
I can use overrides to give my VIP's and reserved slot guys access to vote map and vote kick.

you can create a custom profile field (at least on IPB, think you can on VB also) in the ACP, then the users can enter their steamid in this field... (make it hidden from the public)
Then create a plugin that validates the server-client against the steamid and group on the forum ;)

(you almost got this plugin completed in the members only example here)
