I am having the same problem, when I update srcds it sais "HLDS installation is up to date", then when I try to join my server it sais "The server is running an older version"

You must update using SteamCMD, and not the deprecated HLDSUpdateTool. More info:https://support.steampowered.com/kb_...2519-IGXC-8453
