Does this end of map vote trigger a sound in the same way that Manis end of map vote did?

If so, where does it trigger it from?

Is there a plugin that can exec a mapvote by itself if there are more than x players on the server?

e.g. if more than 12 players are on - trigger "Change map to x?" vote

Nope, i want a plugin that will cast a vote to change to the selected map or not, based on server conditions, not a rotation (i already have that dmr anyway :p)
