My servers have always run map changes based on the mp_winlimit cvar. Is it possible to have a plugin that gives players a choice of maps to vote for during the last round but that is based on team wins and not predetermined time? As far as I know, the current plugins that do that are based on roundtime. I'd love to see one that is based on team wins.

/me knows absolutely nothing about scripting so I am just asking.

Yes. I always used my own version of mapchooser and timeleft (telling # of rounds left rather than time) that supported mp_roundlimit. It launched the map voting when 3-4 rounds remained. I never used mp_winlimit but it's very easy to adjust for that as well. Count on this. :-)
