My question is:
What relationship do rates have with registry? cl_updaterate , cl_cmdrate, rate
(CS 1.6)

rate should have a very minimal effect on your "registry" per say as it deals more with information received from the server; however, it does indirectly affect your registry as your ping rises (it does with lower rate), your "registry" may see a direct declination of quality.

cl_updaterate directly affects the amount of packets received by the client from the server, which will adversely affect your registration. Optimally, the client will want to have the same updaterate as the server because otherwise the result will be in choke/loss.

cl_cmdrate is the amount of data the client sends to the server, which will have an effect on registry, however, should not be quite as detrimental.

In conclusion, check your loss/choke/ping by typing "net_graph 3" or it's variants into console then watch for information. If you see consistent loss/choke, "tweak" your rates until they come to a more consistent level or do not exist. All connections/circumstances are different as there are a multitude of possibilities; someone could be saturating the internet line with uploads/downloads or the network could be saturated, or the networking equipment is malfunctioning.

Best of luck,
