I see this in many Russian Servers.
But this plugin name was changed and not visible with sm plugins.

Have you tried using Stripper and kill env_fog_controller?

No... env_fog_controller only can remove "fog" gray color effect at distance when its turnned off, but, russians stuff, includes also the capacity to remove dust clouds that spawns in maps... ¿How? ¿Wich entity needs to be turnned off to that?

Install Stripper, load map.
Use Stripper command stripper_dump.

You should get file of list entities from map, in stripper foldet
