[ESF] Powerup FX v1.2

Description:
Shows an effect when a player charges the ki

Cvars:
- esf_powerupfx: (Default: 1)
* 0: Disable plugin
* 1: Enable plugin

- esf_powerupfx_mode: (Default: 1)
* 1: Defined color by esf_powerupfx_rgb
* 2: Team color (Good: Blue - Evil: Red)
* 3: Random color

- esf_powerupfx_delay: (Default: 1.0)
* Define delay of the effect

- esf_powerupfx_rgb: (Default: "255255255")
* Define the color (Format RGB) of the effect when the cvar esf_powerupfx_mode is 1
* Example usage:
- "255 255 255" (White)
- "255000000" (Blue) [9 digits needed]
