Ok everytime i upload a new basecommands.smx(that i edited) or some plugin do i have to restart the server? or will the new basecommands/new plugin take effect after map change?

also for admins if i add someone will they be able to use admin on the next map?

Changes to plugins will make them reload on mapchange. Same goes for admin files.

There are active requests for both plugin reloading and admin reloading during a map, and they're confirmed for 1.0.0.

(Right now it's technically possible, just not easy.)

Wouldn't it also be possible to run the sm plugins commands? Type "sm plugins list" in the console of an admin/server and find the plugin. Its ID will be next to it. Then, type in "sm plugins unload <ID>". Finally, type in "sm plugins load <name of .smx>".

That's how I reload plugins in-game.
