Good luck without no information about hardware and with no details about what the game & computer is running for mods and softwares.

The picture will not help at all.
You still haven't provide info about what kind of softwares is running on the computer and what mods the game server have.
Copy and paste the output from the server console with these commands:
meta list
amxx plugins

AMD Sempron? Isn't that the old CPU with single core?
Do you play on same computer?
Not recommended to play on same computer with a CPU with single core.

Try disable Metamod in liblist.gam and restart the game server without modifications and join the game server and see if the problem still occur.
If it does, it have something to do with the computer or any 3rd custom plugins so disable one after each other and figure out which plugin cause it.

Less I can do for you then.
You have to check by yourself what kind of softwares you have installed on the computer which eat the CPU usage.

I have no software that I installed exept for Cs server because It's a new fresh install of debian

Have you look if there is any process running higher than usual?
Also, have you try any other debian versions?
