In a second thought why don't you Grant them the immunity flag "a"?

I want them to be effected by other commands but if they get banned, i want them to be unbanned instanly

I have a feeling he simply meant that instead of having to unban someone, just don't let them get banned which is the way this should be done anyways. It sounds like you're just needing a different levels of immunity. I wonder if Bugsy's Admin Hierarchy plugin would be of any use to you.

The ban i mention is coming from retry punisher, some anti-cheats etc... Not only by admins.

Do those plugins not already have options to not affect admins or people with specific flags?

P.S. I won't make something like you requested because it's too easy to use it maliciously and there are better ways to do this like my question above.
