So currently I have a server with CPU: Xeon E5-2665 2.4Ghz and when i host a Minigame Server with 20 player (64 tick) and knife plugin, my server Var go up crazy which basiclly I think that my server is too weak too handle. So, do you guys think that I should get a stronger CPU with higher Ghz to get more player and from 64 tick to 128 with any VAR problem?

Yes. In order to have a higher tickrate and more players you need a better processor, as you stated it is weak.

You need about a 4.2Ghz processor to fun 32 players at 128 tick.

So can a Xeon E3-1245 v5 (3.5 GHz 4 cores) host 30 player 128 tick with a var below 0.35?

Probably 20 slot. The game mode is largely irrelevant.

Intel Core i7-4790K... 32 slots 128 tick back in the days was ... running the CPU core at maximum. Wasn't that good tho... running the var into red sometimes, lowering the FPS, etc. etc.
