the best votemap system so far is the new Map Manager [Modular] 3.0 by mistrick, its in english and russian language, it's a complete system that has every plugin separated and very effective like

Required modules:

map_manager_core is the base.
map_manager_scheduler - scheduler.

Optional modules . Switched on and off depending on the wishes of the server owner:

map_manager_rtv - the ability to vote for an early change of the map.
map_manager_nomination - the possibility of nominations.
map_manager_blocklist - block the last played cards.
map_manager_online_sorter - the appointment of maps for voting depending on the current online.
map_manager_effects - effects. Dimming of the screen during voting, countdown sounds, freeze players, etc.
map_manager_informer - informers. Next card, how much time is left, etc.
map_manager_adv_lists - additional lists of maps with the choice of time.
