hi , i need a plugin for shoot a gascan/gastank/carafe when you are incapacitated

Errm you can do that in default l4d ^_-

in l4d2 if you shoot when you are incapacitated nothing happens

Uhmm, nothing really happens if you don't shoot at an entity (i.e gascans, propane tanks, etc.) but if you are aiming at one and nothing still happens afterwards, all you can blame is Valve's accuracy penalty cvar during incapacitation.
