it's either a cracked version of the game you're trying to run with srcds, or ur not running srcds properly.. plenty of tutorials out there
and google is also there for specific errors

my guess is the common srcds server+client running on same machine, tho for you it works in the end; one solution is to run server only, other is to run server and THEN client
a personal solution i discovered a long time ago was to use both steam server tool AND hldsupdatetool to create a server so i had 2 instances running but only 1 was working properly and could join (weird, i know)
