[REQ] +use in spectator mode

I'm requesting a plugin that lets admin's to be able to +use on things while in spectator mode. I haven't coded anything in awhile and haven't been motivated to do so recently. If anyone has the time and finds this interesting or is up to making this I would appreciate it.
