TF2 server can't reset FPS

Hello, I just installed a new server (dual quad core xeon's 3ghz, 8 gigs of ram. this server is installed in the same Colo facility as my other server.
I'm running win 2008 R2. For some reason the server console shows about 64 fps no matter what I set the server too. Here is my current config that I am using:

Sever start line:---/orangebox/srcds.exe -console -game tf -tickrate 66 +fps_max 600 -port 27016 +maxplayers 32 +map cp_coldfront +mp_disable_respawn_times "0"

here is the the server.cfg:
//Server Rates
sv_maxcmdrate 0 //(If sv_mincmdrate is > 0), this sets the maximum value for cl_cmdrate.
sv_maxrate 20000 //Max bandwidth rate allowed on server, 0 == unlimited
sv_maxreplay 2 //Maximum replay time in seconds
sv_maxupdaterate 100 //Maximum updates per second that the server will allow
sv_mincmdrate 0 //This sets the minimum value for cl_cmdrate. 0 == unlimited.
sv_minrate 0 //Min bandwidth rate allowed on server, 0 == unlimited
sv_minupdaterate 30 //Minimum updates per second that the server will allow

This config runs fine on my other server.
I am really stumped on this one...
Any ideas?

Found the answer, thanks to Seppuldura, and it worked. Thought I would share as it may help someone else someday.

"Either start the windows media player or google and download a programm called srcdsfpsboost.exe

May sound strange but here's the quote from the FAQ: http://forums.srcds.com/viewtopic/1094

3. To change the Windows Kernel Timer Resolution (pingboost a server) all you need to do is run Windows Media Player. It does not need a file open, it just has be running in the background, if you do not do this, your servers fps will be limited to around 64 frames a second."

I'm having this same problem. My fps is stuck at 66.67 no matter what I try.

Code:
./srcds_run -game tf +ip xxxx +port 27015 +maxplayers 24 +map cp_dustbowl -tickrate 100 -autoupdate -pingboost 3
(I've tried pingboost 1 as well, with the same results)

Code:
sv_maxcmdrate 0
sv_maxrate 25000
sv_maxreplay 2
sv_maxupdaterate 101
sv_mincmdrate 0
sv_minrate 4500
sv_minupdaterate 30
fps_max 1000
I've never run a source server before (only goldsource), so I'm not very well educated about rates and things, but it seemed like everything was good for a higher fps.

Since this server is linux based, neither of those solutions Screaming Alpha posted are feasible. Is there anything to do on a Linux machine to unlock the frame rate?

In the recent Source update, the FPS was locked at I believe 66.66 FPS.

FPS is now mostly tied to tickrate, so nobody can offer high FPS servers anymore. The game runs just as well, if not better and there are less wasted game frames (less CPU usage too). No more need to run a booster either as they won't work anymore.
