Please explain the use-case that you would need a server to get a steam-id from a local machine. You are in Scripting Help, which means it's a request for help scripting an AMX-X server plugin, in which case, the steam-id is readily available for all players with get_user_authid(). If you are not asking for help with a plugin, you should post in General or Off topic.
