If the plugin says it is working, then it will show the Campaign Changer menu at the bottom of the SM admin menu. No, no admins cannot change the level except by a vote.

Check your SM logs to see if there are any errors.

I'm updating the server I have access to and will be able to get the files I need from there. I'm working full time and finishing college so I cannot give you an accurate time frame of when I will get it done.

Edit:
Took a look for the files and it looks as thought Valve changed something again as I could not find the missions.txt files needed for The Passing. Maybe they have just moved them, but I couldn't find them.

I had a hard time finding them at first as well, the new missions arnt in the left4dead folder vpks or the left4dead_dlc1 folder vpks, you have to go back and find a folder labeled "update" with vpks in it, the new mission files are in there and they all contain changes to support new mutation gamemodes as well as the passing's mission file.

I tried to straight copy the mission6.txt file to missions earlier but the console gave an error about not being able to find the "#L4D360UI_CampaignName_C6" name conversion and the campaign menu refused to work. Unsure if this was the mod bugging or sourcemod/l4d2 bugging out though.

It's asking for the translation for Valve's naming scheme which is why it didn't work. I will fix it in the next few days.
