Get rid of the hub... seriously. Hubs and repeaters are old technology that should have been phased out years ago. You should be using a switch.

Edit: Not saying this will actually help (it might be the problem), but it should be done anyway. At the very least plug the computer running the server into your router.

What is the model of your router? Some routers (namely cheap home routers) cannot support more than maybe 128 simultaneous ip connections. Not only that, but some have extremely poor support for udp packets.

I had a DI-514 piece of crap router a while ago that exhibited horrible problems when trying to host even a 8 player server. I found out that the firmware was badly designed (it dropped packets when a certain amount of connections were made). I reported the problem to dlink, but they kept giving me generic 'is your modem plugged in' kind of responses. Needless to say, I moved to a linksys wrt54gl running dd-wrt which gives lots of flexibility.

How many people join before it starts to lag (for everyone)? Your upload rate can definitely handle quite a few people. Attempt to run the server with ALL programs shut down (including HL mod/Steam) and see how much it makes a difference when people join.

6pack is right...no way can you run a server on a wireless connection.

Run it on a cat5 wired connection and I bet most of your lag will fade away.
