Unfortunately, that's controlled by the ISP... So not much I can do... Wish there was though.

At one time I complained to my ISP, after that it went up.

Oh god... I have bad experiences with that... I actually spent from noon to 4 pm with customer service once cause they couldn't decide what category my problem was and what department should handle it.

It depends on the cable company. RR is a separate company that usually uses Time Warner as the provider. There are times where time warner does not service an area so RR uses a different provider. Same goes for Earthlink Cable.

The only way you will know if you can run a server or not is to do multiple speed tests from different locations, get lots of traceroute data, and look at your cpu / ram usage. Using this data can get you a good view on if you are able to run a server at home or not.

In any case, internet speed relies on the package you are paying for and the area you live in. I live in a suburb of Houston, TX and get relatively low cable speeds (6mbits down, 384kbits up). I have the ability to upgrade to slightly faster 700kbit upload, but it costs nearly double the price.

I am waiting for fiber to reach my town. The same provider that provides the local school district with their 100mbit symmetric fiber also services fiber for the entire Houston area. There is a company called fision that is going to repackage this service and resell it with telephone voip, digital hdtv, and high speed 25mbit internet for a reasonable price.

Well i'm trying this (it checks both UP and DOWN connection in the network
(TP Test 5.0.1))
And i get about 10 up and 11 down from it.. and i don't know some other locations to test... where to ?

You don't have to download anything, there are websites that do it like:

http://www.speedtest.net/


Just google internet speed test or something and a few sites like this one should pop up. Just remember not all the sites are accurate.
