How to reduce server files? It weighs over 24GB..
Is there a way or command for SteamCMD to e.g disable (dedicated) maps downloading?

Depends on how extreme you are willing to go..
You can delete unused map / model files etc but only after it's already installed.
Stuff that clients are downloading when joining can usually be .bzipped for smaller size also.
