Is it possible to make this available only for some steamID's? I want this to be a bonus function for ppl registering in our forum

Update:
New cvar bank_restrict (default 0) - Set whether or not to restrict bank usages to a defined list of players or not. If you use files the file will be addons/amxmodx/configs/bankusers.ini or if you use SQL it will be in the table bankusers. Just add their SteamID to either one and you're set.

I got PM's from users that bank accounts is only open while they are connected to the server. is that the way it should be?

Whaaa? How would they be accessing their bank accounts while not connected and what for?

Scenario:

They have 10000$and need to quit playing. They deposit 10000 in the bank and connect again 3 hours later. The bank is now empty when they try to withdraw.

It would be nice if it was added with a timestamp when the last deposit is made. If the account is inactive for lets say 30 days I can just delete it with for example DELETE * FROM bank WHERE lastused ....
