Kay, I've read the stickies and done a quick search. Couldn't find anything, so here goes:

Timed Restart

Description:
Will restart the server after a certain amount of seconds as specified by the admin. The time must be equal to or above 3 seconds. Once the command is executed, a task is released with the said amount of seconds. The admin's name and the amount of seconds specified is printed to the server console, and then the amount of seconds until the server restart is displayed to all players.

Solely written by JFeldon / Labyr!nth

Commands & Usage:
amx_restartserv <Time> - Restarts server after said amount of time in seconds

Admin flag needed:
You need "ADMIN_RCON" (Flag L)

Other requirements:
Should work with any Half Life 1 mod. I tested it on The Specialists and it worked fine. Plugin compiled fast and with no errors / warnings. *Code Indented! *

Settings:
None really. There's no CVars involved or anything. You can tweak a few minor settings within the .SMA, such as the admin flag needed and the minimum amount of seconds or whatever... But it's not all that important.

Changelog:
1.0 - Initial Release.

Make a way to cancel the timed restart. Maybe add a count down when it get below 10 using vox's voice. If you need help with that look at the kamik plugin.

Also, "restart" cmd only restarts current map.
I know "reload" cmd that is not a real restart, and "_restart" cmd that i'm not sure it works on all servers.

As connorr said, your plugin does not restart the server. Restarting the server makes the #userids go back to 1. Your plugin does not do that.
