I need help from anyone plz

I'm requesting a plugin who turn off the light in any map.

I will not a plugin with sky textures if possible, just turn of the light with an Admin command, for example :

sm_offlight <1|0> // Turn off the light !

it's possible ?

Not possible without at the least a mapchange. Though you could add black fog to simulate darkness.
