Is it possible to refresh admin.cfg from outside of the game? To this day, whenever I update people with donor rank on my server, I have to physically log into the server and execute /admin -> Refresh admin.cfg

Is there an easier way to do this? (Perhaps with SSH or whatnotabob)?

unless you want to restart the server.. sm_reloadadmins from a console.

Lot of game panels where you change settings have rcon so could do it from there. Even sourcebans if you use it

As he uses admins.cfg he's probably not using sourcebans neither MySQL.

For your question SSH would be fine by just executing rcon sm_reloadadmins which will regenerate the admin cache. Also for your information the admin cache is cleared every mapchange by default.
