i run windows 2008
I have installed the dm plugin, sourcemod and metamod
I have updated the gamesdate/cssdm.games to the latest in this forum, everything seems to be working but when i type exit in console
i get one error:

I don't know anything about Windows server 2008 (and about SourceMod), but I can remember the problems with Windows NT some years ago.
firstly win XP had two versions, professional and home edition. and most of games didn't work in the professional edition. but since the SP2, the home edition is included in the professional one.
I think there are the same problems with win server 2003, and a steam user of this forum have problems with the last shity edition of microsoft's OS, windows Vienna Seven.
some operating systems are conceived for an office use, and don't support games.
I think that you need to use the OS that you know at best.

for the record. I must just add that it is only when the dm plugin is loaded the server can't restart

I was meaning that you should have problems with OSs like windows server (NT, 2000, 2003, 2008 ).

but other are using w2008 so it must be okay?
im quite sure that it is dm pluin there is the problem...
any one with a solution? or maybe others with the same problem ?

I think you are using a dedicated server, HL2DS (I don't have any knowledge about source engine and Source Mod )

you can install a new OS in another partition, then re-install a new server to test.
or ask other people using DM with win 2008.
