That's because they were added with lower IDs. 55-62 specifically.

As far as I can tell, despite having two Aces High particles, there's only one unusual effect of that name and it chooses which one to display based on the player's current team (or for a disguise unusual, the disguise's team)

Attribute 2022 Loot Rarity seems to be using unusual particles, but I don't know what value is for Cerebral Discharge, can anyone help me?

2001 and up are a GUESS because their translation names don't match the attribute names in tf_english.txt

2001 and 22001 appear to be unused. They both mention RED team eye effects in their particle systems, but all 7 eye effects are already accounted for.

Having said that, killstreak effects are likely done using attribute 2013 (killstreak effect) as opposed to loot rarity. I believe you will only want to set this to 2001 - 2008 and then use the killstreak tier (2025) attribute to set the tier to either 1 or 2.

The 7 killstreak idle effects for killstreak idleeffect (attribute 2014) are:
