so sourcemod creates a default sqlite database called "sourcemod-local"

I'm moving all of my files over to a new server, and would like to keep all the various rankings and other data stored there.

So how would i then copy that database over to the new server?

I am fairly sure you can just directly copy it from one server to the other.

Make sure the new server is shut down prior to copying it though perhaps?

where is the database actually located though?

It's the SQLite data file, which contains the database.

Make sure you shut down both servers before you move it.

Its located under /addons/sourcemod/data/sqlite
