I want to make a plugin for my game mod,

If this file,
addons/amxmodx/config/users.ini

file is "read only"

server cmd: exit ?

I guess he wants to shut down the server if the file has read-only permissions

If your plugin requires something that isn't allowed on the server, you should use set_failed_state() with an explanation of the issue instead of exiting the server.
