Well, Ive had this issue from time to time setting up servers. I dont know everything you've tried except what you stated above.

Only thing I can think of is setting your sv_region in server.cfg to 255 and temporarily turning off your firewall if one is running. (and antivirus just for a moment)

Ive Tried almost everything i know. ive reinstalled the server many times all my ports are forwarded i tired looking around even on other sites but non of them help im kind of stumped right now. I dont know what else to try

Ok so ive even tried this fix i saw on youtube when i go to Add servers and i put the ip in and i click Find servers with this Ip i can see the server but when i click add it just adds my servers ip and says that it is not responding and when i right click on it and click view Game info it shows my internal ip at the top where my external should be

If both you and your server are behind the same router, then you should be joining the internal IP and the Master Servers will not always report the server back to you.

Ok so ur saying since both my computers are behind the same router that on the computer that im not hosting on and trying to add the server to the favs list it wont because i can see it in the lan tab? but other people can add it? thats strange because i can not see it in the masters list

Ignore any suggestion made about using setmasters, they are not required by any means.

If you are able to see your server in the LAN Tab, then the Master Servers will not report your server back to you since you are on the same IP as your server, this is how they are designed. While you can still join the server using the external IP, it is recommended to join using the internal IP. As long as other people know your external IP, they can connect to it and add it to their favorites.

Alright that is understandable. i just had someone try and add it to there favorites and they said that it is saying that the server is not responding and the server is up
